Depends on the country. Compare Japan, where even during Blind Guardian and Dream Theatre, people are sitting. Over here (i.e. Germany), most concerts are standing; in fact, I've never sat in a seat over here.
But I think your stepdad is right; if there *are* seats, you ought to sit in them. (Unless the group, of course, demands otherwise.)
