Spencer was serious when he asked Brendon to marry him, he just didn't think, at the time, that it was going to require an actual wedding. And he would totally be okay with a huge flashy affair if that's what Brendon wants, but Brendon (surprisingly) wants to keep things small, just them and their friends on the beach, an early dinner for everyone, a few Disney songs. At least Spencer was able to talk him out of dressing the dogs up for the ceremony.
